Essentially it checks not only bouncer for bans, but several other banning services: Mcbans, Mcbouncer, McBlockit, Minebans, and Glizer. /fishcheck, as it says, will give you more information. The idea behind it is to help us identify things such as griefing groups faster as odds are they'll have bans on other servers. Of course we don't necessarily ban based off what someone's done on other servers, but it can help people know who to follow/keep an eye on. [Edit:] Also, we are still only enforcing mcbouncer bans.
