Is that a nice time to have to spend? Casual players, the birth of nearly or all new players, are unlikely to accept that. Even if they were leaving another similar server for here that could still put them off.

I think some of the people here are biased. Me too. A catch-all is needed because of the evolving tactics that aren't desirable. Even if we found some broad way to address most or all of them, I'd expect people to find a way around that. I would prefer the rule to be something like 'Do not consistently act in a way that harms the ongoing fun of another player' It's still massively subjective, because I could say that newb is bored of you killing him, and you could say he's not bored, or he's getting used to it, or he's a pansy. But the rule has a clear objective - everyone deserves to have fun, simply because they are here.
