I believe that would work well, I believe PVE has a system in which only a certain amount of mobs are limited to a certain chunk area. If you spawned in 6 chickens, most would despawn leaving 2 to breed

I love Skraps' pearl idea, but the mob spawning one I'd be against if it were done by the player using Spawn Eggs. I think a command or ./modreq would be the best way as that way mobs can't just be spammed everywhere. Obviously we'd need to disable some mobs, such as the Wither, Enderdragon and Giant Slimes, but otherwise it sounds good to me. 
Another addition that would be nice is the ability to protect the mobs, likely by right-clicking it with something (a trapdoor or something, iono).

I think a good middle ground is mobs on C (including hostile), but they spawn naturally and have a cap per chunk. I'm not a fan of breeding at all as that can lead to spam and 1 person owning all the mobs in an area. You can keep the animals you find, but can't build an army.

Thread is nearly a year old, I think it's outlived its usefulness.  Four pages of ideas all mashed together, some already having been implemented (i.e. mobs), isn't contributing much now, just taking up space in the stickied posts.  Fresh ideas need fresher threads.
